HUD will allow secured private debt on a Section 221(d)(4) project in accordance with Section 8.7.A.3.b of the MAP guide in an amount, when added to other project debt does not exceed100% of project costs, as long as the financing is coupled with LIHTC and payments are funded through surplus cash.
