The Borrower must submit a cost certification prepared by an independent Certified Public Accountant (CPA) upon completion of construction or substantial rehabilitation. The mortgage amount that is finally
endorsed for insurance after completion of construction can be reduced based upon HUD review of the cost certified amounts. General Contractors or subcontractors are required to submit a cost certification
if a cost-plus construction contract is used or there is an identity of interest with the Borrower.
