HUD 221(d)(4) is HUD’s program for construction or rehab. If you’re
planning to build something from the ground up, or rehab a building for
more than ~$35k per door, this is the program that’s used.
The 223(f) program is permanent only debt for stabilized assets, so any
repairs completed as part of a refinance or acquisition must be limited in
nature to no more than ~$35k per door. 223(f) is most often used for cash-
out refinances.
